Trigger builds from GitHub Actions

BuildStack is a plain HTTP API, so wiring it into GitHub Actions is one step, no marketplace action to trust or maintain.

1. Add your API key as a secret

Create an API key in your workspace and add it to the repo as BUILDSTACK_KEY. Add your project id as a repository variable.

2. Call it from a workflow

3. Gate it on a tag

Wrap the step in an `if: startsWith(github.ref, 'refs/tags/')` so the release build and any configured Play upload happen only when you cut a release.
